The position of four new secretaries-general ministries Environment, Culture, ShippingThe government has announced.

In particular, the placement of new Secretaries General in Ministries is as follows:

Secretary General for Spatial Planning and Urban Environment at the Ministry of Environment and Energy: Evangelos Kyriazopoulos

Secretary General for Culture at the Ministry of Culture: Olympia Vicato

Secretary General of Shipping and Ports at the Ministry of Shipping and Island Policy: Emmanuel St. Koutoulakis

Secretary General of the Aegean and Island Policy at the Ministry of Shipping and Island Policy: Light Mangos

Here are short resumes of the new Secretaries General:

Evangelos Kyriazopoulos, Secretary General for Spatial Planning and Urban Environment

Evangelos Kyriazopoulos took over as Secretary-General for Ports of Port Policy and Maritime Investment of the Ministry of Shipping and Island Policy from 05-08-2019 and after the publication of P.D. 77/2023 took over, with extended responsibilities, debts of Secretary General of Shipping and Ports.

He is an Economist - Peripheralist with Master from the Maritime Studies Department of College of Cardiff (Wales). He holds a Ph.D. with a general theme "Lines, Land Planning and Regional Development", while working on a postdoctoral thesis at the "Sea Planning – Blue Development" at Panteion University.

He has performed Master's debts at the School of Hopes and at the Department of Public Administration of Panteion, and has participated as Masters in 3 postgraduate programs (Panteion, University of Crete, EKPA). He has taught maritime, logistics and spatial planning – strategic planning at the Institute of Public Administration as well as public and private IEKs, KEKs and colleges.

In the private sector he has worked in the fields of maritime research, shipping, banks and maritime journalism. He has also worked as a Special Scientist in the Directorate of Regional Planning of the Ministry of the Environment and scientific advisor of ministers in the Ministry of Environment and Shipping. He has participated in various committees and working groups in the European Commission, the OECD and Greece on issues relating to spatial planning, maritime spatial planning, coastal management, island policy, diving parks, aquaculture, transport networks, industrial parks, tourist spatial planning and urban/regional projects.

He was a special associate of Prime Minister Kyriakos Mitsotakis during his tenure as Minister of Administrative Reform. He then served the site of Local Government as Secretary General of the Municipality of Galatsi and as a member of the Board of Directors of the Local Government Institute of KEDE (2015-2019).

He has many scientific and other publications, having, among other things, special interest in maritime tradition.

Olympia Vicato, Secretary-General for Culture

Ms Olympia Vicato is a doctor of archaeology and has been serving, since 1989, in the Ministry of Culture. Since 2023, she has held the position of Director General of Antiquities and Cultural Heritage of the Ministry. He has conducted many excavations in Ilia, Messinia, Aitoloakarnania, Lefkada. It has at its disposal the creation of more than 10 museums. He had the responsibility and management of more than 30 maintenance, restoration, restoration and promotion of archaeological sites and monuments as part of co-financed programmes. He has taken part in dozens of scientific conferences and conferences. He has published many articles, monographs, books and studies (over 180), in Greek and international scientific and archaeological journals of prestige. He has been a regular member of the Central Archaeological Council, the Council of Museums and the Local Councils of Monuments of Western Greece and Ionian Islands for years. Throughout her service she has been distinguished for the coordination and proper management of financial resources and human resources. He has received significant honors.

Emmanuel St. Koutoulakis, Secretary-General for Shipping and Ports

Mr Emmanuel St. Koutoulakis takes office as Secretary-General for Shipping and Ports of the Ministry of Shipping and Island Policy. He is a Regional Planning, Urban Planning and Regional Development Engineer, a graduate degree in Regional Planning and Regional Policy, with doctoral research activity and teaching experience in the field of International and European Relations at the University of Piraeus.

His term as Secretary-General of the Aegean and Island Policy (2021–2026) has preceded, during which he has contributed decisively to the formulation and implementation of national policy on island and integrated maritime policy in the island area, as well as the Strategy for the Islands and Coastal Area of the European Commission.

He was the head of the drafting team of the institutional framework of the National Strategy for Integrated Maritime Policy in the Island Area (N. 4832/2021), introducing innovative policies and financial instruments that contributed to securing significant resources of the NSRF 2021–2027 for port infrastructure, maritime transport and the modernisation of instruments and equipment of the Ministry of Shipping and Island Policy.

During his public journey he has dealt with strategic planning issues and European policies in the areas of shipping, maritime transport, blue economy, islandability, infrastructure resilience and sustainable regional development. Today he is head of the Working Group of the Ministry of Shipping and Island Policy to negotiate the new Multiannual Financial Framework of the European Union 2028-2034, with emphasis on the formulation of specific financial instruments for shipping, maritime transport, port infrastructure and islands.

He has participated as an expert in international and European organisations in public sector reform projects, and has coordinated or participated in a number of development studies and programmes for agencies in the government and central administration. It has considerable experience in planning and managing European funding, strategic planning of public policies and in managing complex development programmes.

He has served as a Special Advisor to the Ministry of Development and Competitiveness (2010–2012), the Ministry of Labour (2014–2015) and the Ministry of Shipping and Island Policy (2019–202021), on European policies, public and private investments, the blue economy, islandability and digital transformation.

Light Mangos, Secretary-General of the Aegean and Island Policy

Fotis Mangos was born in Lipsi on 22 October 1973 and is the father of four children. In 1993 he graduated from the Gymnasium – Leipzig Lykeion and was admitted to the Department of Physical Education and Sports Science at the National and Kapodistrian University of Athens. He completed his military service with the rank of infantry sergeant.

Since 1998 he worked as an educator of Physical Education, initially as an hourly wage and then as a deputy, while in 2004 he was appointed to public education as successful of the 2002 ASEP competition.

He served education for a total of 17 years, while developing strong social and self-government action.

He was elected Mayor of Lipses and took office on 1 September 2014. He has been re-elected three consecutive times, reflecting the broad trust and support of the local community towards his face. During his mayoral term he implemented important infrastructure, social cohesion, environmental protection and sustainable development projects, contributing decisively to improving the quality of life of the inhabitants and the development of the island.

He has many years of experience in island policy, local government, development planning and resource claim for the island regions of the country, while he knows English, French and Italian languages.
