Boring shadows, intense reflection and questions about the action of Mrs. Friday Luckyopoulou and the handling of the European Public Prosecutor's Office bring to light his extensive investigations ‘Greek FBI’ on illegal subsidies from the OPECEP. Recent arrests in Wild and Cosanne by the Economic Police, as part of the operation ‘Refinition’, connect the former head of the Agency's Directorate of Control and close cooperation of the European Public Prosecutor's Office with leading officers of the multi-complex criminal mechanisms that received subsidies at the expense of real farmers.

As shown by the competent authorities' transmission, at least 7 of the 13 arrested had illegally collected over EUR 700,000. The irregular payments were made by decisions of Mrs. Luckyopoulou during the period she was Director of Control and Payment of the organization (2022-24) and were found a year later locked in her locker staff. These are the hierarchical actions which she herself approved, although the competent audit authorities of the organisation had found a number of infringements and had invited the producers concerned to return as undue amounts from EUR 150,000 to EUR 450,000.
The development of this case shows that these farmers could have been arrested as early as 2022 and returned the money they received illegally, however with Mrs. Luckyopoulou's coverage - which approved their appeals irregularly - continued until recently their criminal action.

Responsibilities
The ruling case is gaining wider dimensions that also touch the European Public Prosecutor's Office. A document that makes it public ‘THEME’ shows that the appointed European prosecutors had detailed information as early as March 2025 on Mrs. Luckyopoulou's problematic action, however, it seems they chose to continue working with her. In particular, on 29.4.2025 the then president of the OPECEP, Nikos Salad, in a confidential reply document, it records the reasons why Mrs. Luckyopoulou not only had to be seconded to the European Public Prosecutor's Office in order to assist in the investigations, but to become herself controlled for a number of infringements.
Among other things, Mr Salatas informed the prosecutor of Mrs. Luckyopoulou's problematic payments to producers, who were arrested a few days ago by the "Greek FBI". In particular, the experienced judicial officer was talking about ‘probable execution of criminal acts relating to the illegal admission of treatment applications - hierarchical appeals and subsequent acceptance of them, resulting in damage to the funds of the primary sector of the European Union of at least EUR 718,536, referred to in No 80679/19.12.2024, finding of the committee specifically set up and distributed as follows: (a) O.N. with AFM 03.... EU loss: EUR 7,080,70, (b) N.E. with AFM 06.... Losses.: EUR 100.5.69, (c) S.P. with AFM 02.... Losses: EUR 422,536,71, (d) W.W. with AFM 05.... Damages EUR 188,687,62, (e) N.D. with AFM 03.... Losses: EUR 50,431,44; Duty violation, (g) S.H.A.M. 04.... Losses: EUR 4,084,27, (h) S.A. with VAT 04... (i) B.M. with AFM 13.... (j) S.C. with AFM 04.... Damage: 35,709,57 euros...’.

It is worth noting that the head of the Greek branch of the EPPO, Nikos Paschalis, in reply to the Salad reports he stated that he did not know the complaints in question and assured that he would inform the administrator of the file on OPEKEPE, Poppy Papandreou, to consider recalling cooperation with Mrs. Luckyopoulou. However, the facts show that the European Public Prosecutor's Office chose not to deal with the specific elements that record possible damage to European resources.
On the contrary, the investigation was recently initiated by the Economic Police following an affidavit provided by the former vice president of the OPEKEPE, of course, Dimitra Chalikaia.

The experienced executive presented to the authorities data from the Information System of OPEKEPE, which confirm Mr Salata's initial reports and prove that the detainees in Kozani had illegally collected hundreds of thousands of euros by decisions of Mrs. However, she argues that the hierarchical actions found in her closet were correctly accepted, as the producers (p. many of whom were recently arrested) had in the context of the re-examination submitted the supporting documents they owed.
