Published in the Journal of Government the Joint Ministerial Decision (2nd 3409/2026) the new programme ‘Tourism for All 2026–2027, FEK which is a substantially upgraded version of the previous cycle, incorporating the experience of recent years and introducing important innovations aimed at expanding beneficiaries, strengthening social cohesion and extending the tourist season.

The implementation of the programme is the result of close and effective cooperation with the Implementing Body "Society of Information M.A." as well as the joint Ministries of National Economy & Finance, Development and Digital Governance, contributing to its comprehensive planning and seamless implementation.

The new programme is planned to be implemented in two distinct phases. The first phase will begin in the coming period and will be completed on 30 June 2027, while the second phase will begin in early 2027 and will end on 31 December 2027. No intermediate draw is foreseen, as the beneficiaries of Phase II will be drawn from the tables not drawn from the draw of the first phase, as the aim is the continuous flow of the programme and the coverage of the winter period of both 2026 and 2027, as part of the wider strategy for the enhancement of mountain tourism. The new structure provides increased flexibility, improved resource absorption and the possibility of wider participation of citizens.

The Tourism for All Programme It incorporates a clear strategy for strengthening the broad months (October to April), directing 70% of the available budget in these months, implementing in practice the national strategy for extending the tourist season and supporting local economies throughout the year. In the same context, the project is also linked to the wider campaign of the Ministry of Tourism for "mountain Greece", contributing to the emergence and strengthening of less projected mountain destinations, aiming at balanced tourist development and the dissemination of visitors throughout the territory.

In addition, the programme significantly widens income criteria, allowing the inclusion of more middle-class households. In particular, the limits increase, among other things, from 19,000 € to 21,000 € for single persons without children and from 31,000 € to 33,000 € for married persons without children, while for families with more children the ceilings extend significantly, reaching up to 58,000€, substantially extending the range of potential beneficiaries.

Very important incision is the forecast for disabled persons, as for the first time in the programme, participation is given to disabled persons (≥ 67%) and families with children – disabled persons regardless of income criteria, enhancing equal access to holidays and the social character of tourism policy.

In addition, it is introduced new targeted support for large families, as provided for additional subsidy of EUR 50 per child From the fourth and upwards, effectively strengthening large families. This provision differs substantially from the 2025 programme, in which the subsidy concerned the beneficiary only and did not increase on the basis of the number of dependent members.

At the same time, the use of the intangible digital card is maintained and upgraded as an exclusive means of using the subsidy amount, using the state's modern digital infrastructure through platforms gov.gr and vouchers.gov.gr, ensuring speed, transparency and ease for citizens. In addition, the programme enhances the accessibility of citizens with the possibility of submitting applications through the Citizens Service Centres (CEPs), as well as support for an organised service mechanism (help desk), making participation even easier.

The main aid characteristics remain strong, with subsidy amounts ranging from EUR 200 to EUR 600 depending on the period and category of beneficiaries, and with the selection process taking place via electronic draw, ensuring transparency and equal opportunities for participation.

It is noted that the signing of the relevant legislative act of the Tourism for All 2026–2027 Programme is hereby announced, while the submission of applications will take place in August of this year.
