Intervention to the Ministries of National Economy & Finance and Interior for the legalization, safeguarding and shielding of the facilities of the country's naval groups began by the Greek Sailing Federation.
HEH Press Release
"In two critical and coordinated interventions in the respective public consultations of the Ministries of National Economy and Finance and Home Affairs, the Greek Sailing Federation went on to continue the ongoing and unrelenting struggle it has been giving over the years to legitimise, safeguard and shield the facilities of the country's naval groups.
The Federation's aim is to put a definitive end to the status of peculiar "source", bureaucratic hostage and operational insecurity faced by maritime associations, which are often faced with evictions, termination of concessions and pressure from public bodies (ETADs, Real Estate Services, Port Funds).
THE TWO MONTHS OF THE INSTITUTIONAL FIGHT
E.I.O. has submitted specific, mature and legally substantiated legislative proposals:
1. In the Bill of the Ministry of National Economy and Finance (Article 72): It calls for the self-renewal until 31 December 2040 of all contracts for the concession of land, sanctuaries and beaches to the legal maritime associations whose contracts expired from 2010 to the present day. This arrangement ensures a long-term horizon, protects groups from changes in ownership status and shields their rights against any third party.
2. In the Ministry of Interior Bill for the new Local Government Code (Article 549): It calls for the explicit inclusion of registered sports clubs in the Register ‘e-Kouros’ to the beneficiaries of free real estate use by municipalities and regions, with a minimum mandatory duration of 12 (12) years. In this way, the survival of a group and its athletic design stop being a "home" of the moods of the new municipal authority.
"We DO NOT PLAY BASKET THE FOLLOWER"
The message of the E.I.O. administration in every direction is clear and unequivocal:
‘Sailing and sailing cannot, by nature, grow in the mountains or in closed courts. They demand immediate, seamless and legal access to the sea, sea and slips. Without these infrastructure there can be neither sport nor security for our children. A country with the maritime history and geography of Greece must protect the guardians of its tradition rather than persecute them.".
WHAT NAUTICAL SPEAKERS WIN WITH PROPOSED REGULATIONS:
With the proposed arrangements, the profits of maritime groups are:
• Fixed, long-term horizon (until 2040 for public property and at least 12 years for municipal), allowing them to make serious sports programming.
• By legal and strong contracts, unions can at last invest in modern security equipment and boats and claim major international events that bring tourism and revenue to the country.
• Economic breath and deletion of extermination fines by cancelling and recalculating the old "sponsibility of use" fines imposed on the groups due to the bureaucratic inability of the state to renew their contracts. Groups need to be rationalized financially to continue their work.
• No change of persons in local government or transfer of public property will be able to arbitrarily cancel the right to use the premises by the unions.
The Greek Sailing Federation stands by each association, every coach, every athlete and parent. It does not call for preferential treatment, but the self-evident right of our youth to exercise at sea. It calls on the State and the relevant Ministers to accept its fair proposals, proving in practice that they support amateur sport and public interest.".
