Over 6,700 eligibility attestations have already been issued at their request to citizens through the electronic platform launched under the ‘Renovation of Residence’ Action of the NSRF 2021-2027, a budget of EUR 500 million.

The first phase of the implementation of the Action follows the signing of the relevant K.Y.A. by Environment and Energy Ministers Stavros Papastavrou, Social Cohesion and Family Domna Michailidou, Digital Governance and Artificial Intelligence Dimitris Papastergiou, Deputy Minister of National Economy and Finance Nikos Papathanasis and former Deputy Minister of National Economy and Finance and current Deputy Minister of Transport George Kotsiras.

The aim of the Action, which is part of the wider measures of the Government on the housing problem, of more than €6.5 billion, is to increase the existing residential reserve and strengthen housing supply. It is addressed to low and medium-sized households and finances renovation and mild energy upgrading work, a combination which makes this the first relevant pilot project in the EU.

Only natural persons shall have the right to participate:

owners or tenants of a closed residence, provided that after completion of the interventions and for at least five (5) years, the property will be used as their main residence or will be allocated to a long term lease and with fixed rent for at least the first three (3) years.

owners, tenants or fine owners of open residence, which they already use as their main residence, with an obligation to maintain the use as their main residence for at least (5) years after the completion of the action.

The maximum grant amount shall be EUR 36,000 per residence, and additional coverage shall be provided, up to EUR 2,500 for studies, permits and controls.

Depending on the income category and the fulfilment of specific conditions, the action offers a 70% to 95% grant.

In particular, the grant amounts to 80% for low-income beneficiaries and 70% for middle-income beneficiaries, with the possibility of increasing, cumulative, by 5 percentage points for: (a) dwellings in mountain or island areas; (b) beneficiaries, who are either single-parent families and the parent exercise sole care, or three-year, multi-year, (c) beneficiaries who are disabled or have a disabled person in their family (wife or dependant). Especially in the case of a disabled person, the increase shall be applied exclusively where the granted residence is intended for own-ownership.

Eligible dwellings with a building permit issued until 31 December 1990 exist legally, have not been classified as demolishable, energy-classed C or lower and have a main area area area of up to 120 sq.m., increasing to 150 sq.m. for tritecnes and multiple families (without increasing the maximum amount of the grant of 36,000 euros).

Eligible are renovation operations of 60%-80% of the total amount of funding and mild energy upgrading of 20%-40% of the total amount of funding, with a view to improving the functionality, security and energy efficiency of housing.

It is noted that housing to join the Action is not allowed for short term leases for at least five years after the completion of the action.
